Yes, from the dashboard, either everyone on a card or only those who have not visited in a while. On Android the title and full message arrive. On iPhone, Apple does not allow free text to be pushed to a Wallet card: the notification wakes their card and what they see is their updated balance, not your text. So an important promotion is worth putting in the card reward as well, which both platforms show.
Anywhere with a phone and an internet connection at the counter. It is an online system, so it does not depend on the city or the country: the card, the stamping screen and the location reminders behave the same in a capital city or a town of three thousand people.
The card is recovered with its card number and the balance is still there. The balance lives in the system, not on the phone, so losing a handset does not erase the stamps already collected.
